Elfreda Desvignes is originally from Long Island, New York, she moved to Georgia in 2000. She is a community activist and part-time business owner. With experience in property management, she has helped people find jobs and she is very passionate about her community. 

Elfreda Desvignes has volunteered with organizations like Hosea Feed the Hungry and the Cobb Douglas Public Health Department. She was nominated for the President's Lifetime Achievement Award in 2024 for her work in Cobb County and Atlanta. She has obtained certificates in campaign management, fundraising, and other related areas.

Elfreda Desvignes platforms include healthcare, economic growth, crime, and inflation, and she aims to advocate for affordable housing and the rights of both men and women.
